Yes. Check the start of Season of Mists, where there's a set of short biogs of the Endless (useful resource for this bit). Destiny is referred to as "he" and "him"; compare Desire, for whom both pronouns are used. --AW
In the series Lucifer by Mike Carey, Destiny is shown talking to Lucifer. Both seem to have a contempt for each other, where Lucifer favors chaos and freedom, and Destiny favors order and control. Lucifer seems to be less powerful than Destiny, as even Lucifer is bound by Destiny's book.

Destiny is NOT more powerful than Lucifer (Morpheus makes this clear, nobody is more powerful than Lucifer except the Creator). Vertigo and DC have the Presence (call it Yahweh or Elaine or whatever) as the most powerful, monotheist source. The Endless aren't their level as they are beings from Creation and apparently the Silver City (according to the Sandman companion) is regarded as *outside* that Creation (the accounts of its built and Lucifer's rebellion does change a lot in the issues: one has a grand war, another has Lilith's account, the other has Lucifer already on the Silver City, posing for Meleos). Destiny also has no claim on Lucifer's universe which is what made the Basanos blind. He has an advantage when he's in his realm, as is natural and Lucifer was weakening. Destiny is a pattern of a reality (like all the Endless). The Maker (through Michael and Lucifer) were the *source* that ignited that reality they are part of. Destiny wasn't aware of the ending of everything because the book was changing it's due to Yahweh's allowed randomness. He's merely reading what The Presence has set up and what allowances of free will they tolerate. Death was very aware Lucifer could destroy her and warned him about don't shoot the messenger. Dream was afraid to face him every single time. The Endless are powerful, but less so than the Presence and heirs.
